Vietnam's Ha Tinh Province Forms Inter-Agency Agarwood Task Force to Advance Traceability and CITES-Compliant Exports

Coordinated Governance Across the Chain, from Seedlings to Export

According to Vietnamese media, the Chairman of Ha Tinh province's People's Committee signed Decision No. 1479/QD-UBND on June 5, 2026, establishing an inter-agency task force to support agarwood development. The move is seen as a breakthrough aimed at resolving bottlenecks spanning technology, law, forest product origin, intellectual property, processing and trade, and rural livelihoods. Since its establishment, the task force has organized localities and forest management units to survey the province's agarwood status, covering seedling production and trading, plantation area, trees aged 20 years or older, planting and care, impact on resin formation, harvesting, processing and product consumption.

As Aquilaria species fall under the CITES Convention, proving legal origin is a key threshold for export markets. The provincial task force is therefore supported by Vietnam's CITES Management Authority, guiding businesses and growers on traceability and procedures to meet export market regulations. The province is also coordinating with forestry departments and the University of Forestry on priorities including a plantation database and digitization, coding of growing establishments, recognition of superior seed sources, geographical indications, and a provincial agarwood planting-area map for 2027-2035. Observers note that with global agarwood demand still rising, 'traceable and testable' sourcing is becoming the shared baseline for international buyers and regulators, and such government-led full-chain governance may serve as a template for Southeast Asian producing regions.
