According to Nanfang Daily, Dianbai District recently issued the Pilot Full-Chain Supervision and Management Work Plan for Cultivated Agarwood, the first in China to establish a complete seven-step process: Filing, Harvesting, Yield Assessment, Raw Material Certificate of Origin, Processing Yield Accounting, Processed Product Certificate of Origin and Filing Information Update, supported by a traceability information system that makes sources verifiable, destinations trackable and responsibilities accountable. Under the plan, processors may issue agricultural purchase invoices based on filing records and lawfully obtain VAT deduction documents. The Cultivated Agarwood Certificate of Origin together with the Tree Felling Licence forms the core proof of legal raw-material identity and a key document for obtaining CITES permits, giving export-oriented enterprises a clearer route to compliance.

Industrial base and cluster capacity advance together

Regulation strengthens the industrial base while cluster development provides carrying capacity. In May 2026, the Baili Agarwood Town-Village Cluster was selected into Guangdong Province's first batch of town-village cluster cultivation list — the only one from Dianbai. Covering about 65 square kilometres, it links Guanzhu and Shalang towns via National Highway G325, spans nine administrative villages and serves a population of around 200,000. Guided by a "one core, two wings, multiple nodes" layout, Guanzhu handles distribution while Shalang focuses on processing, together supporting Dianbai's agarwood sector of over 8 billion yuan in annual output. The cluster plans 45 projects with total investment of 2.432 billion yuan, targeting more than 100 new agarwood market entities, at least two enterprises above designated size and over 3,000 new jobs in 2026.

The value of traceability ultimately lands at the transaction end: certificates of origin, yield assessment and processing accounting cross-check each other, making "where this material came from and whose hands it passed through" verifiable.
