Cross-Border Red Lines: 30 kg of Agarwood Seized at Shenzhen Bay, 18 Bead Bracelets Detained in Ningbo — Key CITES Compliance Points

Two customs cases: undeclared and unpermitted

Customs officers at Shenzhen Bay inspected an outbound cross-border coach and found roughly 30 kg of suspected agarwood chips in two pieces of luggage in the boot. Testing by the Shenzhen Customs animal and plant inspection and quarantine technical centre confirmed the material as Aquilaria (Thymelaeaceae) wood, a species listed in Appendix II of CITES, and the case has been handed on for further processing. Around the same time, Ningbo airport customs flagged a category-C express parcel from abroad through X-ray image analysis and physical inspection, detaining two boxes of suspected endangered wild-plant products, 18 of which were identified as agarwood bead bracelets and similar accessories. Both cases share the same failing: no declaration to customs and no endangered-species import/export permit.

The legal boundary: harvest and border crossings, not possession

Every species of Aquilaria and Gyrinops is listed in CITES Appendix II, and China's native Aquilaria sinensis is a Class II nationally protected wild plant, as recorded in the forestry industry standard LY/T 2904-2017 (Agarwood). Appendix II is not a trade ban: it requires international trade to be controlled through permitting. Domestic enforcement focuses on felling wild trees, illegal purchase of raw material and unpermitted cross-border movement, while legitimate businesses selling finished products with complete documentation trade lawfully. Whenever goods cross a border — plantation-grown or wild — an endangered-species import/export permit and full customs declaration are required; carrying or mailing items without paperwork is unlawful and may carry criminal liability in serious cases.

Personal allowances and a five-question checklist for traders

CITES Resolution Conf. 13.7 (Rev. CoP17) sets personal and household effects allowances that do not require an export permit: up to 1 kg of agarwood chips, up to 24 ml of agarwood oil, and up to two sets of beads or prayer beads (two necklaces or bracelets) per person. CITES itself acknowledges that many countries apply stricter national rules and may still seize goods, so travellers should check the destination country's requirements and keep purchase receipts with the goods.

Before paying a supplier, businesses should get clear answers to five questions: will you provide a CITES export permit for this order; is the wood wild or plantation-grown and can you prove it; what documents come with the shipment (commercial invoice, packing list, certificate of origin, phytosanitary certificate); how long does permitting take; and who bears the loss if goods are held for missing paperwork. Any suggestion to split a large order into small parcels to avoid permits is reason to walk away. Labelling oud oil simply as generic essential oil without naming the species, or shipping commercial quantities as personal gifts, are among the most common causes of seizure.
