Dianbai Discloses Agarwood Market Supervision Data: Four Qinan Group Standards Published, One-Item-One-Certificate-One-Code Traceability Accelerates

Supervision data: from spot checks to labelling enforcement

According to the Dianbai District People's Government's reply to Proposal No. 20260446, the district has focused on key categories such as agarwood raw material and agarwood essential oil, conducting regular supervision sampling and risk monitoring with checks on product quality and safety, ingredient labelling and limits of harmful substances. Since the start of 2026, inspectors have been deployed 160 times and 280 agarwood businesses inspected; 151 rectification notices were issued for irregular practices and missing or incorrect labelling; 17 illegal cases in the agarwood sector were filed and 23 concluded, with total fines and confiscations of 188,000 yuan. Eight rounds of regulatory interviews and training sessions were organised, covering 135 processing and trading enterprises.

Four group standards and one-item-one-certificate-one-code traceability

On standards, Dianbai issued the Labelling Specification for Agarwood (Qinan Agarwood) and launched a special rectification campaign requiring products to clearly state raw material origin, product category, implementing standard and usage instructions, cracking down on false labelling and exaggerated claims. On technology, Dianbai Agarwood Group supported the publication of four group standards - T/DBCX010-2025 (Qinan agarwood identification and quality grading), T/DBCX011-2025 (Qinan agarwood bead bracelets), T/DBCX012-2025 (Qinan agarwood incense) and T/DBCX013-2025 (Qinan agarwood essential oil and oil) - and deepened strategic cooperation with the Guangdong branch of the China Certification and Inspection Group, importing national-level testing resources. Its agarwood testing centre conducts testing strictly against the group standards and implements one-item-one-certificate-one-code traceability management, making test results verifiable and sources traceable.

Observation: standardisation is the route from scale to quality credit

Dianbai hosts more than 6,000 agarwood and southern-medicine businesses and is recognised as a core domestic agarwood producing region, but it has long faced fragmented markets, weak research and development, scattered branding and inadequate supporting facilities. Group standards answer how to judge, labelling rules answer how to label, and traceability answers how to verify - only together can they convert a region's scale advantage into verifiable quality credit. For consumers, the most practical step remains asking for a per-item test report whose code is bound to the physical object, rather than relying on a generic certificate reused across many items.
