Shenzhen Bay Customs Seizes 30 kg of Endangered Agarwood; Ningbo Airport Intercepts 18 Items as CITES Compliance Lines Are Re-Emphasised

Two seizures; all items fall under CITES Appendix II

According to Customs releases, Shenzhen Bay Customs officers conducting a targeted inspection of an outbound cross-border vehicle found about 30 kg of suspected agarwood fragments in two pieces of luggage in the trunk; the driver had not declared them. The Shenzhen Customs animal and plant inspection and quarantine technology centre identified the material as Aquilaria (Thymelaeaceae) wood, listed in Appendix II of CITES, and the case has been transferred for further handling. In a parallel case, Ningbo Airport Customs, using X-ray image analysis combined with risk assessment and physical inspection, found two boxes of suspected endangered wild plant products in a Class-C express parcel sent from abroad; 18 items were identified as agarwood bracelets and similar accessories and are currently detained pending disposal.

The legal line: harvesting and cross-border flows, not everyday possession

It is worth clarifying that the focus of CITES Appendix II and domestic protection lists is on harvesting wild trees, illegal purchase of raw material and undocumented cross-border circulation - not on consumers possessing or wearing finished agarwood products with complete source documentation. All species of Aquilaria and Gyrinops are included in Appendix II, and China's native Aquilaria sinensis is a Class II nationally protected wild plant. Whether plantation-grown or wild-harvested, any Aquilaria product is uniformly subject to the convention at the cross-border stage. Exports and imports require an endangered species import/export permit and customs declaration; carrying or mailing items without such documentation is illegal, and serious cases may incur criminal liability.

Practical guidance for the trade and for consumers

Three points deserve attention. First, for cross-border transactions, obtain the permit issued by the national endangered species import/export management office well in advance: processing takes time and requires proof of species origin, so it should not be left to the last minute. Second, when buying, ask for verifiable test reports and traceability certificates issued by laboratories with CMA/CNAS accreditation. Third, be wary of simplified claims such as "if it sinks, it is genuine" - density is only an entry-level indicator; aromatic structure and characteristic-component testing are far more informative.
