Guangdong Unveils a Seven-Point Whole-Chain Plan for Agarwood: Targeting RMB 100 Billion Industry Value by 2030

Targets and Structure: 50/30/20 Across the Three Sectors

The guidance sets out that by 2030 the province's planted agarwood forest should reach 700,000 mu, with around 100,000 mu harvested annually, annual output of 15,000 tonnes and total industry-chain value above RMB 100 billion. Of this, primary production - seedlings, planting and harvesting - accounts for 50%, secondary processing - traditional medicine, health products, daily chemicals, handicrafts and refined processing - for 30%, and tertiary activities - trade, wellness, services and culture - for 20%. Agarwood is among Guangdong's first batch of eight protected Lingnan medicinal materials, backed by the Guangdong Lingnan Medicinal Materials Protection Regulation, which provides legal safeguards from germplasm protection and origin stewardship to brand cultivation.

Standards and Finance: Closing the "No Standard to Rely On" Gap

On the technology and finance side, the guidance calls for accelerating whole-chain standards for germplasm, seedlings, planting, resin induction, processing, quality grading, testing, packaging, labelling and traceability; supporting state-owned or leading enterprises to apply for agarwood import-export business and build trading markets; establishing a Guangdong agarwood industry technology innovation alliance; encouraging vocational colleges to open agarwood-related programmes; and introducing seedling loans, planting loans, processing loans and industry-chain loans alongside planting and price insurance. A long-standing weakness of the trade has been that grading depends on eyesight and pricing on storytelling, with no unified benchmarks for resin content, aromatic composition or origin traceability. Once the standards land, laboratory reports should become the common language of pricing.

Branding and Cultural Tourism: From Production Areas to Consumption Scenarios

On branding, the province supports building a "Yuelin Shanzhen" public brand for agarwood, backing applications for geographical indication products and certification marks in main production areas, and organising key enterprises to attend the Canton Fair and Guangdong Forestry Expo. On integration, it will draw on agarwood museums in Maoming's Dianbai and Dongguan and the Huidong agarwood park to build cultural-wellness destinations combining planting, cultural experience, incense-way study tours, wellness holidays and tourism. Guangdong hosts one of China's densest concentrations of cultivated agarwood and raw-material trading; Guanzhu town in Dianbai, Maoming, is widely called the heart of China's agarwood industry. With standards, branding and cultural tourism advancing together, agarwood is expected to move further from a high-end collectible towards a cultural consumer good that the public can experience directly.
