According to the Dianbai District People's Government's reply to Proposal No. 20260446 of the fifth session of the tenth Municipal CPPCC, the Dianbai Agarwood Group actively supported district-level standards drafting, contributing practical revision proposals, and drove the drafting and publication of four group standards: T/DBCX010-2025 Qinan Agarwood Identification and Quality Grading, T/DBCX011-2025 Qinan Agarwood Bead Bracelets, T/DBCX012-2025 Qinan Agarwood Burning Incense and T/DBCX013-2025 Qinan Agarwood Essential Oil and Oil. Together they translate the traditionally experience-based 'look, smell, touch' assessment into comparable and reproducible clauses covering raw material identification, finished product grading and quality requirements for different product forms.

National-Grade Testing Resources and Verifiable Traceability

On testing capacity, Dianbai has deepened strategic cooperation with CCIC Guangdong, a central state-owned inspection group, importing national-level testing resources and collaborating closely on laboratory hardware upgrades, testing process optimisation and compliance training for practitioners, thereby raising the credibility of local testing institutions through the backing of a national-level authority. The group's agarwood testing centre operates strictly against the group standards and has fully implemented a 'one item, one certificate, one code' traceability model, making both test results and product origin verifiable. In parallel, Dianbai issued the Labelling Specification for Agarwood (Qinan Agarwood) and launched a special campaign on labelling rectification, requiring products to declare raw material origin, product category, applicable standard and usage notes, and cracking down on false labelling and exaggerated claims.

Supervision Tightens: 280 Business Entities Inspected

Beyond standard-setting, enforcement has also been stepped up. Since the start of 2026, Dianbai has focused on key categories such as agarwood raw material and agarwood essential oil, running regular supervision sampling and risk monitoring with an emphasis on product safety, ingredient labelling and limits on hazardous substances. It has deployed law enforcement officers 160 times and inspected 280 agarwood business entities. Rectification notices were issued in 151 cases involving irregular business practices and missing or erroneous labelling; 17 illegal cases in the agarwood sector were filed and 23 cases concluded, with total confiscations and fines of 188,000 yuan. Eight rounds of compliance interviews and business training were also organised, covering 135 processing and trading enterprises.
