Guangdong Issues Agarwood Industry Guidelines: 700,000 Mu of Plantation and 100 Billion Yuan Output Value by 2030

Seven Dimensions, a 100-Billion-Yuan Target

The Guangdong Provincial Forestry Administration has officially issued its Guiding Opinions on Accelerating the High-Quality Development of the Agarwood Industry. Taking main production areas including Maoming, Dongguan, Huizhou and Jiangmen as its core, the document sets out a systematic layout across seven dimensions: seedling production and supply, standardized planting, cultivation of business entities, deep processing, technology and finance, brand building, and tertiary-industry integration. It sets clear targets: by 2030, the province's planted agarwood forest will reach 700,000 mu and full-chain output value will exceed 100 billion yuan.

A 500,000-Mu Base and the Dividend of Easy-Resin Varieties

Guangdong currently has around 300,000 mu of Qinan agarwood and 200,000 mu of Aquilaria sinensis, a total of 500,000 mu, with roughly ten cultivated Qinan varieties propagated mainly by bud-grafting and annual seedling output of about 40 million plants. Xu Daping, chief scientist at the Chinese Academy of Forestry and researcher at its Institute of Tropical Forestry, explains that in natural conditions a 20-year-old agarwood tree produces only a small amount of resin at injury sites, while top-grade Qinan occurs in fewer than one tree in 100,000. By contrast, easy-resin lines selected since 2010 allow 3–4-year-old saplings to be induced through cold drilling, yielding material with 10%–20% oil content after 2–3 years. A single tree can yield 500–1,000 grams, with some reaching 40% oil content and sinking in water, approaching the quality of wild Qinan. Scaled planting since 2020 has shortened plantation cycles to 6–8 years.

Beyond Scale, Grading and Testing Remain the Weak Links

Notably, the document lists the entire standards chain — germplasm, seedlings, planting, resin induction, processing, quality grading, testing, packaging, labelling and traceability — as priority work, which in effect acknowledges that grading and testing remain the industry's weakest links. For growers, traders and consumers alike, whether verifiable grading and testing systems can keep pace with capacity expansion will determine whether the 100-billion-yuan goal can genuinely be realised.
